Lt. Lovato, was born in San Diego, CA and upon graduating from University City High School, he enlisted into the United States Marine Corps, in October of 1985. After completing 10 years of active duty and in 1995, he was hired on with the former United States Immigration and Naturalization Service, as an Immigration Enforcement Agent; investigating Human Smuggling/Trafficking and Fraudulent Documents, and participating in the Institutional Immigration Hearing and Illegal Employment Sanctions Programs.

In 1998, Lt. Lovato was hired as a Sheriff’s Office Inmate Work Supervisor and in 2002 hired on as a Deputy Sheriff. His assignments have included Patrol Deputy, School Resource Deputy, Community Impact Team, Community Car Program Deputy, Community Special Enforcement Team, Honor and Color Guard Member, Patrol Sergeant, Professional Standards Sergeant, and Patrol Lieutenant Watch Commander. Lt. Rudy Lovato is currently responsible for managing the Administrative and Operations of the Unified Court Services and Civil Division.

Lt. Lovato’s Professional Law Enforcement and General Education include the CA- POST/Yuba Community College Basic Police Academy, City of Stockton/ Greater Stockton Chamber of Commerce Community Leadership Program, CA-POST/ CSULB Sherman Block Supervisory Leadership Institute, San Joaquin County Human Resources Leadership Academy, CA-POST/Humboldt State Management Certificate. He has attended San Joaquin Delta College and is attending National University.

Lt. Lovato has been a long time member of the Stockton Marine Corps Club and is involved in Military Veterans Peer and Family Support. He is also a member of the California Peace Office Association, Leadership Stockton Alumni Association, National Organization for Black Law Enforcement, and California Command College Alumni Association.
